A conference table seen from above, around which are arranged twelve chairs for the Council of Ministers. The United Kingdom is prominently represented at the head of the table with the table itself showing twelve stars, symbols of the European Community, place in the geographic positions of the capital cities of the twelve member countries. A network of lines uniting the stars signifies the links of trade and commerce within the Community.

The coin is dual dated 1992 & 1993 and was issued for circulation in 1992, this coin has the lowest circulation mintage for the large sized 50 pence pieces. The coin was also issued as part of the Annual Coin Sets for 1992 in both Brilliant Uncirculated (78,421 sales) & Proof versions as well as in a dual BU pack (23,262 sales) with a Britannia 1992. While also being released in the BU annual set for 1993 (56,945 sales). The coin was also issued in silver proof, silver piedfort and gold proof.
The coin was reissued in 2009 with Ian Rank Broadley's fourth portrait as part of the 16-piece sets to commemorate the 40th anniversary of the 50 pence denomination.
