Artigas not only fought to free the country from Spanish colonialism, also wanted to favor the poorest people, to raise their life level.

This Land Regulation, was meant to distribute the lands between people, but stated to privilege the people taking into account their needs; specifically stated widows will be favored, specially if had children, free black men, Indians and Gauchos, while they were able to make profitable the lands given. In resume, the spirit was to help and raise the country, privileging people that worked hard for themselves and the Nation.
