Date of issue: 26 JUL 1994Admiral Feodor Feodorovich Ushakov (1744-October 14 (2), 1817) - a Russian naval commander, one of the founders of the Black Sea Fleet and since 1790 its commander. A proponent of progressive naval theories, he invented and used a manoeuvring tactic, winning several important battles against the Turkish fleet in the Kerch strait. He led a successful Russian naval expedition during the war against France in the Mediterranean (1798-1800).
