Decree No. 21.189 of 02MAY1931:
Extinguish the island soft currency regime (-25% than the mainland currency). In the period 1910-1931, no coins were issued for the islands of the Azores and Madeira. Not later either.
The commemorative coins issued in 1980 and 1986, which the Krausse and Alberto Gomes catalogs identify as coins for these territories, are in reality continental commemorative coins circulated throughout the Portuguese territory (Mainland + Azores + Madeira). They only celebrate the governmental autonomy of these islands.

Interesting fact

The 100 Escudos coin from Madeira's Regional Autonomy in 1981 was the first circulating commemorative coin to be issued by Portugal. It was released to celebrate the 10th anniversary of the establishment of the Autonomous Region of Madeira, and it features an image of the island's coat of arms on one side and the Portuguese coat of arms on the other.
