Comment

The coin has the A mintmark because the DIES were prepared in the Paris Mint, but the coins were actually struck in the Philadelphia Mint. See "Foreign Coins Struck at United States Mints" by Charles G. Altz and E. H. Barton (1965), page 22.
This also applies to the other 1897 A coins of the Dominican Republic.
