According to MEC XII (discussion p.519-523 and Table 50), the later Pavia types with FE RIC N are best thought of as immobilized types struck in a mint being operated during the Commune period, and not as Imperial types. They place the issues with ⋆ at center of the reverse as 4th period of the Commune, 1254-1298.
