The big bell, portrayed in the foreground against the Guaita, stands for the "Arengo" or assembly of families which used to be summoned by the big bell. The perspective is encircled by the words : "Vigilo, Moneo, convoco cives". This institution widens out to the concept of universal suffrage by which political preferences are now expressed.
