Date of issue: 01 FEB 2010The State Bank of Russia was founded upon Ukase of the Imperator Alexander II in 1860. The first Governor of the State Bank in 1860-1866 was the famous banker and busi-nessman Alexander Ludvigovich Stiegliz. The author of idea of reforming the Russian banking system was Evgeniy Ivanovich Lamanskiy who had prepared the proposal on establishing the State Bank, set up the draft of its Charter and till 1881 managed the activity of the bank holding posts initially of the Deputy Governor and since 1866 - of the Governor of the State Bank.
