Possibly a pattern, trial strike or an unreleased issue.Very similar to the same series of coins issued in 1989 but in 25 Qirsh, 50 Qirsh, and 1 Pound denominations only.
Interesting fact
The Pattern 5 Qirsh coin was designed to commemorate the 10th anniversary of the Sudanese Revolution, which took place in 1989.
