Attached certificate issued by Steven F. Hochschild (he established International Coins and Currency of Montpelier, Vermont in 1975) indicates that the coin was minted by an obscure (I could not find any references in English or Spanish Google search) Cistare Mint in Barcelona, similar to other Sudanese commemorative silver and gold issues struck by private European mints.
