This coin was planned to issue and sell at foreign markets (in cooperation with numismatic company Fred Weinberg) in 1989. For some reason the company postponed its sales plan to 1990, so most of 1989 coins are melted. Thus some sources (including NGC) recognized the 1989 version as pattern.Interesting fact
