The Token 5 Fen (Shansi Arsenal) 17 (1928) coin was issued during a time of great turmoil in China, known as the Warlord Era, when various regional warlords vied for power and control. The Shansi Province, where this coin was minted, was one of the regions controlled by a warlord named Yan Xishan, who ruled the province from 1911 to 1949. Despite the political instability of the time, the Shansi Arsenal minted a variety of coins, including this 5 Fen coin, which was used as a form of currency in the region.
