The Federation Council is the upper chamber of the Federal Assembly, the parliament of the Russian Federation.

The Federation Council includes two representatives of every constituent territory of the Russian Federation, one from the legislative (publicly elected) authority and the other from the executive authority; the former President of the Russian Federation whose term in office has expired or who has resigned before the end of his term; and no more than 30 representatives of the Russian Federation appointed by the Russian President.

The powers of the Federation Council are stipulated by the Constitution of the Russian Federation. The main function of the upper chamber is to exercise legislative powers.

Legislative work at the Federation Council is carried out in two main focus areas:

– jointly with the State Duma, the Federation Council develops draft laws, considers them and makes decisions on them; and

– exercising its right of legislative initiative, the Federation Council independently drafts federal laws and federal constitutional laws.
