According to Pablo Luna's Las Pruebas De La Moneda Mexicana Del Siglo XX,  this pattern was created to restore the gold standard in Mexico and was to be minted in Veracruz because President Venustiano Carranza was going to move the mint to this state. It was not approved because it exceeded the gold limit in the 10 and 5 peso coins.

Interesting fact

The Pattern 20 Pesos coin from Mexico, made of Copper in 1916, features an error in its design. The coin was intended to have a calendar on the reverse side, but the calendar was accidentally engraved upside down. This mistake makes the coin highly sought after by collectors, and it is considered a unique and valuable piece of numismatic history.
