Nothing reflects courage like risking one's life to save another. Hence the creation, in 1972, of the Cross of Valour, with which Canada rewards outstanding acts of courage. Introduced in 1972, the Cross of Valour was created to replace the Order of Canada's Medal of Courage, itself conceived in 1967 as a distinctly Canadian version of the British decorations for bravery. Strangely, the Medal of Courage was never awarded, as within a year of its creation, it was deemed insufficient to recognize acts of valour. It was subsequently proposed that the Order of Canada focus solely on achievement, and that three Decorations for Bravery be created: the Cross of Valour (C.V.) for "acts of the most conspicuous courage in circumstances of extreme peril", the Star of Courage (S.C.) for "remarkable acts of courage performed in very perilous circumstances", and the Medal of Bravery (M.B.) for "acts of bravery performed in dangerous circumstances".
The rare Cross of Valour is recommended to the Governor General by the Canadian Decorations Advisory Council, a process administered by the Chancellery of Honours, an arm of the Office of the Secretary to the Governor General. Anyone can nominate a person who has risked his or her life to save the lives of others. The person need not be Canadian, nor does the event have to take place in Canada; however, Canadians must have been involved (or at least Canadian interests must have been affected). The application must be submitted within a strict deadline, i.e. no later than two years after the event or after the conclusion of a court review or coroner's inquest.

To date, after 45 years of existence, the Cross of Valour has been awarded to only 20 people.
Other countries, including Australia, have taken inspiration from the Canadian model to create their own Decorations for Bravery.
Decorations for Bravery are presented in person by the Governor General of Canada at ceremonies held at Rideau Hall, in Ottawa or elsewhere in Canada. The recipient's name is engraved on the reverse of the badge and published in the Canada Gazette. A recipient of the Cross of Valour may follow his or her name with the initials "C.V.".
The late Bruce W. Beatty had originally designed a Cross of Valour to be worn on the chest, but the Decorations Board preferred to make it a saltire badge to distinguish it from the Star of Courage and Medal of Bravery. Mr. Beatty also designed the insignia for the Order of Canada and the Order of Military Merit, as well as the Canadian Centennial Medal.
As with all Canadian honours, there are specific rules governing the wearing of the Cross of Valour, and when it is appropriate. Wearing is reserved for the recipient - family members are not permitted, even posthumously. The Cross may, however, be displayed.
According to the official order of precedence, the Cross of Valour immediately follows the Victoria Cross and precedes the Order of Merit.
Packaging
The coin is encapsulated and presented in a burgundy double-shell case featuring the Royal Canadian Mint logo. The case comes with a black protective box.
