Despite being produced in their millions and being available at face value from most post offices and banks, the ordinary business strike was a Royal Mint commemorative issue and not intended for general circulation. Issued as part of the Annual Proof Coin Sets for 1989.
While not part of the Annual Brilliant Uncirculated Set for 1989 it was released in a BU Twin Pack with the Claim of Right as well as individually. The coin was also issued in silver proof and silver piedfort.

Interesting fact
One interesting fact about this coin is that it was designed by sculptor John Mills and features a portrait of Queen Elizabeth II on the obverse, while the reverse depicts an image of the Bill of Rights, a document that played a significant role in the history of the United Kingdom and its constitutional monarchy.
