In most Revolutionary coins when the word ORO (Gold) was used, it wasn't to denote fineness, but rather actual gold content in grams. so a Gold 0,595 isn't a 59.5% Gold, but rather it says that among the Silver there is 595 milligrams of alloyed Gold. This was to ensure the coin had value no matter what, as the gold has a more stable value, but making a coin of Gold .900 with such small amount was unpractical.
