In 1992 the metal composition for the two pence circulation strikes was changed from bronze to copper plated steel in order to reduce the cost of production.In 1998 the circulation issues were struck in both bronze and copper plated steel in approximately equal quantities.
In 1999 the BU and Proof set issues were struck in bronze instead of copper plated steel.

One interesting fact about the 2 Pence - Elizabeth II (4th portrait; non-magnetic) 1998-1999 coin from the United Kingdom is that it was the first coin to feature a new portrait of Queen Elizabeth II, designed by Ian Rank-Broadley, which was introduced in 1998. This portrait was used on all circulating coins from 1998 until 2015, when it was replaced by a new fifth portrait.
