Comment
The New Reform is the reform process that was carried out in 1866 in the Principality of Andorra of the country's institutions, headed by Guillem d'Areny Plandolit. The bishop of Urgell Josep Caixal i Estradé accepted and signed the decree with the reform plan in the same year and the French co-prince, Napoleon III, ratified it three years later.From then until the Constitution of 1993, the General Council of Andorra, then the General Council of the Valleys, was composed of 24 councilors who subsequently elect the General Trustee. The votes were from each head of household and those elected from the common and the council were differentiated.
