Date of issue: 18 OCT 1996

On October 20, 1696 the Russian tsar Peter the Great declared at a meeting of the Boyar Duma, "Sea-going ships must be", and ever since that time this date has been considered the date of the founding of the Russian regular navy. With the creation of an advanced ship-building industry Russia became a naval power.
