Possibly a pattern, trial strike or an unreleased issue.Schon lists the metal as Copper-nickel and uses a different obverse (coat of arms, without dates on sides) than the one listed in the Central Bank book (normal obverse of bank of Sudan). One of them could be wrong, or both varieties might exist.
