These are said to have been "given to Anhwei imperial troops by the Military Bureau for faifthful and/or meritorious service" (Krause).Confirmation is needed on what the differences are between KM#W45 and KM#W46. The latter is definitely how the pictured example looks (which had far stars). Another similar example exists (sold by Stacks Bowers) where the stars are closer together, which the auction house says is a mule between the Military Bureau type (KM#W45 obverse) and a standard Anhwei type (Y#36.2 reverse). With the obverses of these two Military Bureau types supposedly looking the same, it is possible this is actually the KM#W45 type:
