Patterns were produced at the Heaton Mint for a proposed brass coinage, stuck in copper. The coinage was not adopted, and the dies were recut to have two characters (for a copper coinage).The pictured example has Normal characters and rosettes separting the obverse legend. An example with Artistic characters and stars separating the obverse legend:
