Date of issue: 03 APR 2006The Manifest of October 17, 1905 "On Improving the State Practice", signed by Nicholas II in a moment of the highest activity of the all Russian October political strike, proclaimed civil freedoms of speech, conscience, assembly and association as well as creating the legislative State Duma (Russian Parliament) representing the hole population. The opening of sessions of the first State Duma was held on April 27, 1906.
