The orbits around the wreath on the obverse are equal to the number of states in the USSR.When the Karelo-Finnish Soviet Socialist Republic left the Soviet Union in 1956, the state emblem had to be changed to reflect this, and as such, the coins were updated to have one less orbit around the wreath. This is why some 1957 Kopecks have 16 orbits, but most have 15.
