In the aftermath of the insurrections against Maximilian I in the Low Countries in the late 1480s, Albert, Duke of Saxony was installed as governor of the Netherlands in 1488 and chose Franeker for his residence until 1493, so this type was struck during his tenure.

The lion between Saint John's legs obverse suggests the mint was Leeuwarden.
