1990 was the 21st Anniversary of the Gibraltar Constitution. The Gibraltar Constitution Order took effect on 11th August, 1969 and marked an historic milestone in the political and constitutional development of Gibraltar. It also forged, by virtue of the Preamble to the Constitution Order, a constitutional link with the United Kingdom establishing Gibraltar as part of Her Majesty's Dominions and asserting that this will remain to be so unless and until an Act of Parliament otherwise provides, and furthermore, that Her Majesty's Government will never enter into arrangements under which the People of Gibraltar would pass under the sovereignty of another State against their freely and democratically expressed wishes.
The Gibraltar Constitution Order from 1969 was replaced by the new one in 2006.
