Variety Joyaux# 603:Character Thông (通) with open head.
According to Scott Semans of CoinCoin.com, the machine-struck Tong with open head variety is apparently unknown in Asia, yet is relatively common in the United States. It is possible those are forgeries made in the 1960s. According to François Joyaux in "Monnaies impériales d'Annam", they were struck in Huế and many fakes for American collectors were produced in the years 1960s and 1970s.
